Can residences serve clients who are “likely-to-be IST” or only those deemed IST?

The DSH permanent program/AHP funding will not support the diversion of “likely-to-be IST” clients. DSH will allow counties to use this infrastructure for mixed populations at the counties’ expense; the policy on such use is under development.

Research and consulting firm Advocates for Human Potential, Inc. (AHP) provides project management services to DSH for the process of awarding IST Infrastructure funding. Responsibilities include outreach, technical assistance, solicitation, selection, negotiation and contracting.
