Does each county have the authority to place individuals in IST Infrastructure Project housing or must the referral come from the state’s Conditional Release Program (CONREP) or DSH?

 

The county program will be responsible for identifying, evaluating, and referring potential participants to the Diversion or CBR programs using the process developed by the county. DSH may flag a potential referral to the county from time to time, but it is still a county responsibility to make the formal referral to the program. Participants must be deemed IST on a felony charge to be enrolled, but the court may order the defendant into the program at the time of the community placement director’s (CPD) placement recommendation IF the county CPD designee makes such a recommendation. Participants may also be enrolled after commitment to DSH and before placement in a state hospital or JBCT program.
