To participate in the IST funding opportunity, counties and providers must contract with DSH to offer a diversion and/or community-based restoration (CBR) program. The service contract is for 5 years with an option to renew in 5-year terms.
Research and consulting firm Advocates for Human Potential, Inc. (AHP) provides project management services to DSH for the process of awarding IST Infrastructure funding. Responsibilities include outreach, technical assistance, solicitation, selection, negotiation and contracting.
